Capitalisation of Titles

Titles, subtitles, author's names etc must all be capitalised according to rules laid down by whoever decides these things, and the guide to publishing ebooks says 

The first letter of all words in the title and subtitle should be capitalized, except for the following words: a, an, and, for, from, in, of, or, the, to. 

Now I'm English and I read this I think differently to an American reader in that it says to me that I don't have to capitalise a, an, and    but that I can if I wish.  In UK English you will normally find all words capitalised in titles so putting a, an, and etc in lower case does not come naturally and it took several attempts before I relised what I was doing wrong.

Can I suggest that the wording in the instructions be changed slightly to say a, an, and - - -   must not be capitalised unless they are the fist or (unlikely) the last word in the title?

I would be interested to hear if I am alone in this mix up
