LULU TEMPLATE QUESTION

Lulu gives a .png file template for public use........... this template comes with some info ..but the question is......... this outer [orange outline] around the template in the LULU template samples for downloads.... is this the .25 [ the orange outlined space] we are supposed to add............... but is already included in LULU template........... or do we add an additonal .25 for the full bleed to take affect and add this .25 to increase the already given template by LULU........basically does the LULU template for users come with the dimensions already included for full bleed or do we add them ontop of the LULU template downloaded dimensions

I know nothing of this "add .25" or orange outlines. The page templates I once downloaded to look at were simply a .doc page with margins, headers & footers, marked with the normal ...........
I also use the exact page size the project type asks for and add nothing to the size, I do not recall being instructed to do so, unless Lulu have changed things again.
What you seem to have hold of is a cover template ...

OK ...I CHECKED IT IS A COVER TEMPLATE, SO THE QUESTION NOW BECOMES ---> Are these cover templates created with a full bleed in mind, and are these cover template equal to size of the interior pages, and if so ...then does that mean that this template can also be used to create full bleed pages, ....................TAKE NOTE: [ they measure the same size as the size given for interior pages except they contain an aditiponal added space around the document except in the gutter side..]

Cover templates, if you are using a one piece cover, are for marked to size and the said orange pieces are typically "dead space" that you should plan not to use. They are still part of the size of your cover.  For example, the fold marks at the spine and edges are lousy places for you to think of putting text of important graphics ... unless you plan for that to be full wrapped around to the back.  The outer border in orange is what you are referring to as bleed.  To lulu it is again breathing space on the page so text does not run directly to the edge.
