Must i pay at once for getting ISBN or after selling the book?
If Lulu ISBN is for free, what do these package prizes mean: (http://www.lulu.com/services/pre-publishing) who must pay them and when?

You only need an ISBN if you want your book to appear on Amazon etc.
You have two choice - get a free one from Lulu or obtain one from your national ISBN agency.
How much that costs depends on where you are.
If you use your own ISBN and want the book to be available via Amazon and other retailers you must buy 'Global Distribution' which costs $75USD or £50 GBP. You pay that when you approve the book for distribution. However there are few advantages to not using the free Lulu ISBN.

You can publish your book and sell it through Lulu totally free
You can publish your book and sell it through Lulu and Amazon free, except you have to buy one proof copy at the print cost
Lulu is 'self-publish' - you have to do produce the files for the book yourslef. Lulu will print what you send them.
If you are unable or unwilling to format your text, proof read and edit it and produce a cover then you can buy these 'add-on' services through Lulu - that's what those pre-publishing services are about.
