Is there a way to make a Lulu book available on Kindle?

Hi Robert,
Yes, you must either format for Kindle and upload yourself or have it professionally formatted and/or uploaded to KIndle Direct Publishing. Here is where your book must be submitted: KDP

Though Lulu doesn't offer Kindle they do have iBookstore submission. You can create an epub of your book, and upload that to Lulu.

I have an ISSN number. Can it still be uploaded to Kindle by me. I know amazon.com/advantage does not sell magazines.

Yes you can upload your own Kindle book. You do not even need an ISBN. Just a tax number and address.
