ISBN... does that lock me into using a title & cover?

Question asked above. I remember reading a FAQ somewhere but forgot how to find it which explained the rules behind ISBN in this regard. It kinda said if I changed the cover in any big way after getting the ISBN, I had to get a new ISBN. Does this mean I have to  start an entirely new project? Does this restriction include book sizes?

You can revise an approved title, but you may have to pay for the revision. But even then you cannot change all aspects, but you can change the cover and a few other aspects. Here's the link on this.
