All well and good, and normally there's a banner replicating this info on the lulu page - but not this time?
ALSO - while it says this offer only applies to Pounds, will it work with customers outside the UK who pay in Pounds using Paypal?

Ken, that's not my point. I didn't assume it was a false offer, just why it isn't it on the front page?
The special offer area has only ever seemed to be plonked on the front page, or you'd see it displayed once you log out, and it used to have the numbers 1 2 3 4 with it, indicating you could look through different offers, yet those numbers never actually brought anything up. I assume the old version was broken and something new is being arranged?
ALSO - can American customers use the offer if they pay in pounds through Paypal? These special offers usually help me shift some copies, but some people are put off by the pounds element.

Sorry Mick I'm missing your point.
My suggestion was that by making a dummy order tou can teats how it and wherwe it works.
As for on the Front page or not - many offers are not global but are to particular mailing lists and groups of customers.
