I remember seeing a post here (long ago) about resellers selling out books for ridiculous amounts of money, but I can’t find it now.
When this happens, what do we do?
In the same vein, these resellers are selling books that I’ve removed from print. Yet, they are still “selling” them. Now, since I know the book never sold, I know they don’t have a copy.
How, do I handle that?

Nothing. If some poor misguided fool buys from them, they'll order from Amazon or Lulu and you'll get your royalty.

No, they are not selling them. They are advertising them. Big difference. So some poor misguided fool orders from them. No one is more surprised than the reseller. They attempt to buy the book, find it is not available and make some feeble excuse to the buyer. And have to refund their money which will cost them at the credit card company.
Have fun and order your book from them and see what happens. You'll be costing them money!!

Do nothing,
Listen. I can advertise the Statue of Liberty for sale. Doesn't mean I have it or that I can deliver.
But, under the counter, a special price to you. Just send $20,000 in bank notes as a down payment to secure. Don't tell everyone or the price will rise.
Oh, by the way, my Nigerian friend has $30M in a bank account that could be yours.

Glad Lulu removed them.
Problem with Createspace/Amazon is they encourage by refusing to take any actions, and repeating authors/publishers would get paid when they sell books. Many of these sellers (e.g. stork media) are Amazon's authorized sellers.

The post about Lulu getting them removed is the post I remembered.
It seems so sad, but I guess you are all right. If someone chooses to pay 200 dollars for a 12 dollar book, that is their choice.

There are several of those sellers -
1. stork media, Amazon's authorized seller, list on B&N sites. stork media does not purchase books in advance. Createspace/Amazon knows many people are complaining, but keep repeating authors/publishers would get royalties when stork media sells books. They even hired third party company to repeat the same thing.
2. langtoninfo in UK. There are numerous complaints about this company, but has been ignoring complaints.
3. companies in India and South Africa, etc.
