Has anyone else had trouble setting up Author Spotlight?

First, I only rarely am offered the option to set up an Author Spotlight. Then when I am, and try to set one up, I'm taken to a page that says "this page does not exist." I did notice that when that occurs I'm shown an account page with a different password than my own. Does Author Spotlight require a different account sign-up than a regular account?
