Creating an author spotlight

Does the author spotlight have to be created immediately on publishing, or can it be done at any time? If you can decide later how do you navigate to the required option?

Thanks Maggie. I had seen the FAQ but hadn't figured out what I needed to do if I didn't make an immediate decision. Maybe I am a bit thick, but I do find the navigation around connect and the specific issues very unwieldy and cumbersome!
