distribution question

In the distribution FAQ a table specifically states that the GlobalReach option affords the author distribution in Amazon, BarnesandNoble, and among others, "International Amazons."

Later in the same FAQ, it says this:
What Amazon sites does Lulu upload the books to?
At this time Lulu is only uploading to the Amazon.com site, not the international Amazon sites.

Am I right to suspect that the small line deep into the document is actually the truth?

This only applies to the MarketReach package and NOT the ExtendedReach or GlobalReach packages. To be eligible for the MarketReach package, your book would need to be a paperback and not have an ISBN allocated to it and it costs $25.

The ExtendedReach or GlobalReach packages require an ISBN to be allocated at some point for a book to be eligible for either of those packages.

The ExtendedReach distribution package also is also limited in where the books are uploaded to the US Amazon site (and possibly the UK Amazon site), but a wider variety of formats are eligible for the ExtendedReach package.

As is stated in the table on the the distribution FAQ page, the GlobalReach option does get distribution on the US Amazon site, Barnes and Noble and the international Amazon sites.
