If I create photo pages in MS Publisher and save them as PDF, how can I put them into the correct sections in my MS Word Doc. Is there a way to do this that will be uploadable to Lulu?
I think it would be easier to save them as jpegs and then use the insert feature in word. Just me though.
A PDF is actually a file created in another word processor, and not really for creating images in. I do think there are tools to turn a PDF in to a docx, I even think you can do it via AR, for a fee.
But the images would be better as jpgs and the easiest way to do that is to use PrtScn and open in some image software for editing.

Actually you can open the photos with Adobe reader and select edit/take snapshot and then click on the photo. Then open MS Paint and click paste then save as. No editing required.
True! I have never noticed that option, not having had need of it.
